The project involves injecting volunteer work in government systems in a very basic and straight forward method.
Problem:
Countries in the Arab world are lacking human resource for development, as human resource comes with a price; money.
Introduction:
Volunteering is an optional chore for all citizens of a society that has been for long abandoned in the Arab world. Volunteering enriches the country’s economy, improves the quality of life, re-energizes society, etc. Volunteering also helps the individual’s attitude towards real life situations, preparing him for the future and giving him the opportunity to pick up a few skills; interpersonal skills, dealing with stressful and difficult situations, etc. As the percentage of volunteers increase in any country, the number of interior-related problems decrease to zero.
Solution:
Usually a person interested in getting hired at a governmental workplace would have to meet the specified job requirements. The government could, in addition to the prescribed educational requirements, assign a minimum number of volunteer hours the potential candidate must possess. An organization would have to be assigned by the government to accept and dispense candidates to allocated locations for volunteer hours depending on their profession and/or skill.
Process:
In order for a government to be convinced of a certain strategy or project, the project must reach the highest recognition. For the highest recognition to be notified, the message must cause serious impacts in the lower ranks. This project will be sent to Arab governments in all shapes and forms, in all means of communication, regularly. This strategy of delivering messages to supreme powers has been proven successful in the past, marking back to the middle ages. The proposal that will be sent out will include the breakdown of the project, from numerous aspects in need of recovery in the country, to ways to handle human resource efficiently and effectively. It will also answer all the doubts of implementing this project as soon as practicable.
Future advancement:
This initiative can grow and expand by reputation reaching private businesses, and eventually to neighbouring countries.

Well-written proposals will be sent to governments, so a strong command in Arabic, is needed, also a background of proposal writing is needed to construct a well-designed proposal.
Either of the two skills mentioned would really help. Also past or current life experience in an Arab country would greatly benefit the project as it would materialize problems to tackle.
